Dominium Celebrates the Closings of Two New Construction Sites in West St. Paul
The housing developer recently closed on a 393-unit affordable housing development
Dominium, a Minneapolis-based leading affordable housing owner, developer and manager, announced today the closings of Legacy Commons at Signal Hills and Hilltop at Signal Hills developments. Located at 50 Signal Hills Center in West St. Paul, Minn., Legacy Commons at Signal Hills will offer 247 units of senior housing and Hilltop at Signal Hills will offer 146 units of workforce housing. The total development cost of the site is $124,000,000.
Hilltop at Signal Hills and Legacy Commons at Signal Hills will offer one, two and three-bedroom homes and are in close proximity to schools, shopping and restaurants. Community amenities at Hilltop at Signal Hills include a kid’s playroom, fitness room, clubroom, pool, cabana areas, grilling stations, playground and more; while Legacy Commons at Signal Hills features a fitness center, card/craft room, beauty salon, outdoor dining areas and grilling stations and more.

The development partners for this project—located near the intersection of Robert Street and Butler Avenue—include the City of West St. Paul, Weis Builders, BKV Group, Loucks, Braun Intertec, Winthrop & Weinstine, Colliers International and Commercial Partners Title.
Financing partners for this project include, a Freddie Mac Forward Tax Exempt Loan serviced by Greystone, a construction loan provided by America First Multifamily Investors (ATAX), Tax Increment Financing provided by the City of West St. Paul, an equity investment in the 4% federal tax credits from Alliant Capital, as well as letters of credit provided by Minnwest Bank.
