Dominium Partners with Jefferson Center for New Supportive Housing Community
Solid Ground Apartments will provide 40 units of permanent supportive housing for residents dealing with mental illness and substance abuse disorders
Dominium, a leading affordable housing owner, developer and manager announced today the closing of the financing for Solid Ground Supportive Housing Community in partnership with the Jefferson Center for Mental Health, a nonprofit which has been serving at-risk community members in the Denver area for six decades. Dominium will offer pro-bono development services towards the construction of the community as part of its philanthropic arm Dominium Gives, while the Jefferson Center will lead provision of services.
Located at 7290 W 14th Avenue in Lakewood, Colorado, Solid Ground will follow housing-first treatment principles, providing stability first through 40 units of permanent housing followed by supportive services for vulnerable community members with high behavioral health needs including severe and persistent mental illness and substance abuse disorders.

The $21 million project will be financed in part through 9% tax credits through the Low-Income Housing Tax Credit (LIHTC) program. Nationwide, LIHTC is the largest source of funding support for both the construction of new affordable housing, and maintenance of existing affordable housing communities.
Services at Solid Ground will be paid for through the cash flow from building operations, developer fees, Medicaid and insurance payments where applicable. Additionally, the Colorado Department of Local Affairs’ Division of Housing has committed to 15 years of ongoing supportive services funding. Solid Ground will be managed by Rocky Mountain Communities. BeauxSimone Consulting provided permanent supportive housing consultation services for the project.
